The government has announced today their plans to scale back the Vetting and Barring Scheme (VBS) and criminal records regime to common-sense levels while still ensuring vulnerable groups are appropriately protected.

The proposals, which come after a comprehensive review of the existing system, include:

  • Criminal record checks only being required for those working closely or regularly with children.
  • The merging of the Criminal Records Bureau (CRB) and Independent Safeguarding Authority to form a streamlined new body providing a proportionate barring and criminal records checking service.
  • Checks will also be made portable between job roles.
  • Those working or volunteering with children will no longer need to register with the Vetting and Barring Scheme.
  • Employers who knowingly request criminal records checks on individuals who are not entitled to them will no longer be able to do so.

The proposals have been included in the Protection of Freedoms Bill and are expected to come into effect early 2012.
