The objective of the British Youth Council’s Programmes Advisory Council (PAC) is to advise and support the effective development of the British Youth Council (BYC) and its partnerships’ programmes of activities.
There are currently 17 members of the group, all aged 11-25, including young people with disabilities and/or learning difficulties, as well as those from under-represented groups.
The group was brought together in October 2009 by BYC for the first time. At this meeting, the group was encouraged to come up with as many ideas as they could about the rules the group should follow to ensure everyone in the group is happy, included and able to make the most out of their time with the group. These ideas were brought together to form a document called Making It Work!
This document was written by the group, is read out by members of the group at each of their meetings, and forms the ground rules for the anti-bullying policy in working with this group of young volunteers.

The BYC Programmes Advisory Council has agreed we should…
- Respect all group members and their views. Respect can be shown by:
- Letting everyone have their say
- Not talking over people
- Listening to each other
- Being aware of everyone’s individual needs.
- Go for it! Try your best to participate in everything - give everything a go. If you have any questions just ask – this way everyone should get the most out of their time with the group.
- Work together as a team and try to make ensure everyone is included.
- Be on time! Make sure you stick to agreed places and times to allow smooth running of events.
- You must show a level of commitment to the group, attending events whenever possible. If all members make equal effort and contributions to the group it will help everyone to get on!
