Not necessarily. A clear CRB disclosure or not being on a Barred List means that the authorities do not have any past or current record of offences or concerns about that person, at the point of responding to the request.

It might be that the individual has hurt children but has never been caught. This is why it is important to undertake the other actions in recruiting safely and to develop the other recommended safeguards.
